WHEREAS Arnold isn't necessarily the first governor to have to lay off or "furlough" employees, I will give credit for such initiatives to all such former governors. Tough decision, yet a step in the right direction.

I do believe the legislature is the problem, not Arnold. THEY are the ones that can't reach an accord and control their insatiable lust for spending, not Arnold. Overall A.S. has done a pretty damn fine job given what he's had to work with and the quagmire that is Sacramento.
