What exactly should a bureaucrat be punished for?
This is very clear-cut.
The parents were scum who neglected their child and should be convicted of murder.
The social workers who were supposed to be keeping and eye on the girl but were too lazy to do their job need to be convicted of conspiracy child neglect or something like that. The bureaucrats weren't the ones that were supposed to care for the child. they weren't the ones who lied instead of doing their job.

Are you saying the bureaucrats weren't keeping tabs on their workers well enough? Maybe they weren't spying on the workers to make sure they were actually doing their job instead of lying on the paperwork?
I'd bet they have supervisors and managers who are supposed to do that. Punish them for not doing their job but I can't see why there should be a knee-jerk reaction to blame someone high enough up the ladder to have little to do with people not doing their jobs.
