We've had similar cases in Oregon...Children's services workers not doing their jobs, not checking on the children they are supposed to be checking on. In one case, they took a child from a loving Foster home, returned her to her mother, who murdered her.
In another case, they were going to send a child to Mexico...a child born to an american citizen in the USA...only much publicity prevented this.
The list goes on...but the bottom line? Bureaucrats are talented at closing ranks, covering their donkeys. Nothing ever happens to them...
