Your almost on top of it....The target audience are Liberal Democrats and the sub set are the Obama Supporters and if broken down once again African Americans...but that is minor to the meaning.
Obama is about change and to "chain" means to tie someone to something, thus an element of control in this case to limit Obamas agenda of change. Pelosi knows that to win Obama needs the Conservative Dems, also the big donors like Jamie Dimon of Morgan Stanley think Obama is crazy. The wedge is portraying the Pelosi faction as being members of the sam old same old club which is anthma to Obamas base.
