Police Tracking Suspects With G.P.S

The police are using inexpensive GPS devices to track suspects. Not a bad idea except this is done without a warrant or court supervision. It seems to me that this is crossing the line into areas that can easily be abused.

So, does this freedom go both ways? If I covertly place a GPS tracker on a police to determine how my tax dollars are spent...time at a Dunkin' Donuts, stopping by the house, finding a spot to take a nap, what law am I breaking?
