Example cited shows they caught a suspect in the act of abducting a woman and dragging her into the woods. Most law abiding citizens would support that kind of police work.
On the issue of a warrant being required, laws vary from state to state. Police in my state would need a warrant to put a GPS on a citizens car, but not a bait car owned by the agency.
If you want to track the police, many agencies have had GPS in their cars for a lot of years now. You can obtain the information your interested in by filing a "public disclosure" request......
