All the time. Actually, one of my favorite "lovable jerk" moves is, if a woman is wearing a low-cut shirt and a bracelet or unique ring, to hold her hand, wrist in front of her (as though I'm looking at the jewelry) and offer "nice tits" as a compliment. NSFW, naturally, but out at the bars, after a few beverages (and with the right recipient), it works.
