yes, 20 years includes Clinton's tenure. he could have done so much more than he did, but he cared more about himself than the country ultimately.

You are so young, apparently, (nothing wrong with that...I wish I was) and get too wrapped around the axle on this stuff. Chill a bit... Realize that 'We the People' have zilch to say about any of what happens....but then I have been accused of being a bit cynical.
