The ROW engine was rated 10 DIN hp higher than either of the US engines that year. Both the 49-state and California engines were rated the same, which I don't believe for a New York minute. Porsche often changed things in their cars that affected the power ratings, or weight, and kept the specs the same. In any case, a significant portion of the US cars that year were California emissions-equipped and those engines had the dreaded thermal reactors, which shortened the life of the engines considerably.
If you look at the torque curves of many of the comparable engines over the years, you'll notice that the peaks aren't all that different but the ROW engines usually had a lot more area under the curve, as their torques curves were much flatter. This is especially true of many of the 911SC and 3.2 Carrera engines.
