I lived in American Samoa for awhile. While I was down there, these two "researchers" were there with an amazing fishing boat and all kinds of tackle. All they did every day was fish - tuna, mahi-mahi, bill fish etc, Samoa has some great fishing.
Turns out they somehow got a government grant (they were both marine biologist PHD's) to "investigate the sport fishing possibilities in American Samoa."
Six months of fishing on the government/taxpayers dime!!
The point of this ramble - Who approves these studies anyway?
