It's actually the opposite. Plain front slacks should have no cuffs. Pleated slacks typically have cuffs. These are, however, general rules that only the most strict of fashion police might try to "enforce".
Currently, flat front/no cuffs tend to be found on suits that might be considered more "modern" or contemporary, a more "hip" look. A "classic" looking suit would generally have pleats/cuffs, offering a much more conservative look.
