Bill certainly can. No argument there. But saying she gives a good speech just shows how low our expectations have sunk. Her voice alone sounds like nails on a chalkboard to me. The amount of plastic surgery she's had makes it hard for me to take her seriously and every single word out of her mouth is 180 deg. opposite from what I believe in. Bill could make a doubter scracth his head and reconsider. Hillary cannot and never will.
I remember one of Clinton's early big speeches before Congress, either a SOTU or the one on health care reform, where they had loaded the wrong speech into the the teleprompter. It's well known that he didn't go over his speech in the car while riding over to the Capitol, but rather usually aced the NYT crossword puzzle in those few minutes. He still crushed that speech from memory and no one knew what had happened until later. Yes, he can deliver a speech.
