I was pretty involved in evacuating over 500 people from NOLA in the days before Katrina. We had two movies prepping to shoot there, The Guardian and Deja Vu. I can tell you that the NOLA Police had NO contingency plans. They didn't have so much as a pallet of bottled water for emergencies. Tell me how that was Bush's fault?
In addition to people, we had hundreds of vehicles: picture cars, camera, grip, prop, costume trucks, stake beds, you name it. We lost one SUV and one enclosed trailer in the same garage because when the power went out the manual emergency release didn't work. The Governor of LA, the Mayor of NO, and all their staffs were grossly incompetent. Brownie wasn't much help either, but he did one thing people forget. He started getting supplies and relief in 3 days, which is exactly when FEMA says will usually be the earliest you'll start to see relief.
