If you travel in/out of UK the carryon bag size is checked before you enter passport control. Every bag must fit:
"one standard-sized bag - maximum size of the bag must not exceed 56x45x25cm (22x17.5x9.85in) (including wheels, pockets and handles) "
They will stop you and repack if the outside pockets stick out and exceed 9.85inch thick.
If too big you go back and stand in check-in line again.
The rest of Europe has fewer restrictions.
