Rear license plate bracket mounting

OK I guess this is going to be a kind of rhetorical question. Let me set this up real quick.
When I went to pick my car, 83 SC cab, from the body shop from its 3 YEAR paint and top replacement, , they had mounted the rear license plate directly to the bumper.
It appears to me that the geniuses drilled two holes in my bumper to accomplish this.
This can be seen by the larger holes inside what appears to be the original two mounting holes on the outside. They mounted the plate to the bumper because they lost my rear plate and bracket and used the front plate to try to trick me, DUH.

You can see how the two larger holes where the plate was mounted line up with the plate mounting holes on the bracket while the smaller outer holes line up with the outer holes to bolt the bracket to the bumper...

OK folks here is the question.....Should I only have the two smaller outer holes to mount the bracket to my bumper, or should I have all four holes from the factory?

Sorry about the length but let the fun begin...
