I'm not sure Vallejo would be on my short list. I used to work in downtown Sacramento. Really depends on what your criteria is and how far your girlfriend is willing to drive to work. Sacramento is a big city without all the character of a Portland, SF, or Chicaco. While it might get as hot as LA at times in the summer, it's definitely doesn't see the consistency of high heat. And, I think the heat is fairly dry. Pretty sedate place to live. Lots of bars, if that's your thing. The most coveted homes in the city are probably in the Land Park area (near Mercy General as was mentioned above).

There are lots of suburbs immediately surrounding Sac. Elk Grove, Carmichael, Citrus Heights. There's not bad places, just fairly typical. Roseville isn't a bad area to consider.

Then you can head up the hill a bit into the foothills. Less congestion, longer commute into the city. Folsom a prison town (Johnny Cash) that has a very new money, plastic type feel. El Dorado Hills tends to have the folks that have more money and have "graduated" from Folsom. Lots of Hummers, MBs, etc, and lots of plastic surgery.

Probably one of the best aspects of the city is it's general location. SF isn't terribly far away and neither is Tahoe. Tons of access to good camping and some of the best mountain biking in the world.
