+100 on getting a wiring diagram and a testing meter. You will also want a huge helping of patience, and possibly aspirin. An immediately blown fuse does indicate a possible short. So, umm, good luck tracking that down.
But, as you investigate, do not overlook the relay your window wiring/power may be routed through.
I can not speak to a 79, but I recently went through a diagnose + fix for my 86. Neither the windows nor power seats worked. Long story short and several wiring diagrams later, I discovered that the seats and windows both go through the same relay. I replaced the relay--problem solved. On the 86, the windows and seats are always "hot" so I initially jumped the windows to the seats at the fuse panel, by-passing the relay, as a temp fix. But, if you are blowing fuses, I would not recommend that.
