Looks like 7.62 to me.
How in the heck would the whole case get embedded like that - very odd.
Did it detonate inside the tire? Can't really tell. I'd think that repeatedly being banged against the pavement would eventually cause the primer to fire if it were still a live round, meaning he might have a hole in his rim barrel too.
