Sure...just saturate a q-tip in either some clear nail polish or some touch-up paint (lacquer) if you have some and repeat a few times with light applications. Once it's dry, you can dab on a little vaseline just to be sure.
Over the years, I've seen the missuse of primer cause lots of rust problems. As it's name implies, it's meant to be topcoated and doesn't do well when exposed to the elements - in fact it tends to absorb moisture.
