The same has been done over ivory, spice, exotic wood, silk, wine, rum, sugar...yet no one is stockpiling those things.
Heck, cigarettes will be more valuable on the streets than gold. Think of prison, and what is considered valuable there. THAT is what your average large US city will be like when society collapses.
