Basically it just means that it moves the lamp back and forth to create a different light pattern, not necessarily more lumens. Like I said, I have on on my airhead (single headlight/reflectoe). When I hit the high beam switch the bulb moves and the light pattern expands, it doesn't become brighter.
It has a little motor dealie at the back of the lamp.
I opted for this just because it was a HID over the stock lamp.

This may be good advice, there may be some interference (clearance clarence) with the reflector, maybe melt the thing.
