If it hasn't been off in a few years, I'd suggest disconnecting the battery cables, and with a towel under the wheel, spraying some WD40, etc. in there to make sure nothing is stuck together. You want to avoid having to use heavy pressure, especially on the "wings" which could snap off (pot metal,) so begin by trying to twist it using the center hub area.
Thank you very much with your help i just went out to my shop and removed it in a couple of seconds.
