Nearly all English speaking people only speak/ know one language. In England we were taught French, I never reached a very good standard, enough to get by, ask directions or order in restaurants, but certainly not conversation grade.

The reason English speaking people mostly know only one language, unlike our Continental cousins is because English is pretty much the world language now.

For example, business campuses in Europe like Siemens for example, require only English to be spoken, so there can be no miscommunication between the different nationalities working there.

I think it is for this reason so many other nationalities learn English, because of it's use through out the world. To work and succeed in the international business market, you have to be able to speak English, or certainly in Europe anyway.

Anyway my 2 cents on the subject, no doubt I'm way off the mark, but this is how I see it.
