I was in Guitar Center a couple weeks ago and they had a Strat clone that was sized down for kids. It was called a Squier Mini Strat. I believe it goes for $99 new. Of course you can always also look for a full sized Squier strat, those go for $200 I believe new but they can be had used for well under $100.
I would look on Craigslist or Ebay and snaq a Squier Strat and a cheap amp off of someone who bought it to learn and then quit...they are a dime a dozen.
