I disagree about getting an electric. Get a 3/4 size nylon string acoustic. Have him learn the basics. Then he can progress to steel string acoustic and/or electric.
I bought one for my son that was under $100 and is a decent guitar. Just make sure it is set up well and the action isn't a mile high.
