That would make sense. Most freeways in Washington are only two lanes each way, with the exceptions being for the most part in larger population areas. Probably like most states. "Another lane" in that case only leaves one choice. I just hope they make a distinction between multiple and two lane freeways but, as dumbed down as most information meant for public consumption has become, I would be (pleasantly) surprised if they did.
