If your car is a 83 and has all the parts installed you should have a electric fan in the engine compartment (left side) this is the heat fan, it blows air through the heat exchangers and then up to the front. If this fan does not run then you will not have much heat. Check that the fan is running with the heat turned on.

Don't get confused here. On the dash you have 2 levers the red one and the other one. The red one controls where the heat is directed and you won't hear any fans running up front because the heat fan is in the engine bay.

Then the other lever is for fresh air, this lever will run a fan up front and you will hear it but it only mixes fresh air with the heated air. For max heat and defrost you want the red one to the right and the other one to the left and the levers between the seats pulled up.
