That cover is the most important belt cover of them all. Just look at the bottom of your engine, that's where all the grease, oil and road grime gathers. That crap will ruin your belt if it gets in there. Can you run with out it? Sure. Would you want to? No.
Even with the cover removed, I think it would be tough to get the new belt in place.
