Only if you go wild with excessive force.
I tried a 15 mm open-end wrench and tapping from underneath, no go.
Then I sprayed penetrating oil from underneath into the inside of the knob and tried again.
Success!

To get the oil inside the knob, you'll have to use the small long extension that comes with most spray bottles.
Also, I used a 4 lb hammer tapping on the wrench; short decisive taps.
