It looks like one of the resistor packs that wires in with the intake air temp sensor. All it does is fool the DME into thinking that the ambient air temp is cooler (thus more dense) to increase fuel injector pulse length.
They work great on Dodge Neons.... but I wouldn't put one on a P-car!
