They became mandatory in the province of Quebec. I am not too sure if this is a good idea or not. I have a feeling that people are going to end up running around on bald winter tires (either due to lack of funds or availability) when they have good all seasons at home or you will end up with people thinking, "I have winter tires, I can go twice as fast now". Sort of how you always see SUVs going really fast in winter conditions because of the myths they have of AWD. Usually you see those same SUVs in a ditch a few miles later.

As for the traffic, yes it can get bad in Montreal. They basically have two seasons; winter and construction.
