Sometimes. I have both, grab the first thats handy, but if a soak in Kroil over night doesn't loosen something up, good chance nothing will.
I actually have about half a dozen kinds of penetrating oil that I try on different things.
CRC something freeze is the newest I've bought, but haven't found anything nasty enough to test it yet.
