As danglerb says, the filler neck is part of the tank. you can cut the top off and fashion some sort of non-Porsche 928 deal, but I wouldn't.
Used gas caps with keys are available (the major 928 parts suppliers, eBay, etc).
PET manual/CD has the exploded view of the entire car/parts.
