You should check the Eagles record in this decade. The Eagles have like the 2nd or 3rd best record in the entire NFL during that span during which time they went to 4 straight NFC title games and a Superbowl. They have also been to the playoffs 7 times in the last 10 years, and won 8 playoff games in that span.
I definitely would not call that perennially poor.
If you go back to the mid 80s-mid 90s, they had the Randall Cunningham/Reggie white teams that were very talented and won a lot of games over many years. They struggled in the playoffs, but playing in the best division in football at that time (NFC East won 8 superbowls in the mid 80s to mid 90s) they were right in the mix every year and were always extremely entertaining to watch. I think during one stretch during that teams hey day they went to the playoffs 6 years in a row, which was 2nd only to the 49s, who were the "team of the 80s".
Man....Cunningham was incredible to watch play.
AFAIK he is the only player in NFL history to win 3 league MVPs.
And in the late 70s-early 80s they had Jaworski, Harold Carmichael and Wilbert Montgomery, and that team went to a Superbowl too.
Perhaps my perspective is skewed, but based on all that it seems silly to call the Eagles a perennially poor team.

Shanahan will want total control. But yeah...he is a dynamite coach, the cowboys would be ferocious with him at the helm. IMO they'd still need a QB though, Romo is an over-hyped bill of goods. I believe he is 0-3 against the Eagles in December games, and in all of them he has looked
really bad. TO is also a cancer. And for the 'boys sake you better hope that WR Roy Jones isn't the abject failure and bust he appears to be. (I of course take great glee in that apparent fact, hahaha)
A Dallas trade to the titans for QB Vince Young, with Shanahan's run happy offense and Dallas' battery of good backs and Dallas' pressure defense would be a lot of fun to watch play. Of course Shanahan runs a 4-3, a scheme the Cowboys personnel is not well suited for. That alone would require a lot of additional changes.

It would be great, but i'd be pretty shocked if the Eagles got past Carolina and the NFC championship game on the road, even if they beat the Vikes(probable) and Giants(plausible).
Who makes it from the AFC?
