I just finished my timing belt job on my 16V and had the same issue, the belt was forward on the passenger side gear...i traced it to the tensioner pulley having a very slight slant to it because of the rounded surface of the tensioner piston. I replaced those bushings on the upper pulley (that has the bolt). THe belt i removed (when i bought the car) had been grinding itself to death on the tensioner arm, so i was careful about setting the tension correctly. Not rubbing now, but still i didn't like the idea of the belt not being centered..looks like this is fairly common.
