As I understand it "factory" in much of Europe included anything the dealer wanted to do, such as the Strosek mods etc. The US has strict laws regarding what can be done post factory, and most brands don't allow the dealer to mess with the cars either. Euro has different rules, with the dealer having a lot more rights in some countries.
