~⅛" (3mm) from the front of the gear is the norm with new parts, and proper tension.
Worn or bent parts notwithstanding, higher tension will make the belt ride farther back, lower towards the front. The crank gear tends to wear more at the front, pulling the belt forward.
Most PKsn'r installs I've seen put the belt ~3mm from the front.
