I think it looks promising as a good deal.
An 89 with 5 speed is very desirable.
Closing in on 100K miles, sounds like it's going to need some bodywork and probably paint (porsche collector hate repaint work), and green . . . not so much.
Still, at 23K, expect that a flipper or broker will snap that thing up pretty quick (if it checks out), spend $500 on the bodywork, and you'll see it advertised for $29K-$32k soon.
