You have power to the relay, but do you have power to activate the relay? One wire should always be hot, but another wire should be hot when the headlights are on and the washer switch is turn on. That is the control wire to activate the relay. You can purchase the same relay for a lot less money, but it would be inappropriate for me to tell you where, since the host of this forum also sell the part. Do a little research.
