Mulholland has always had a few chuckholes and bumps, parts of it varies over time. Remember, it used to be all dirt and really bumpy.
Residents may gesture to slow down, I've seen that. Otherwise they are happy to be safe in their home. No throwing.
No local rent-a-cops on Mulholland unless you are talking about the ones that provide security for movie shoots.
Aside from the LAPD, there are local Rangers that believe that they are law enforcement. They like to throw their weight around.
I have heard bad things but have had no bad experience myself. I suggest caution when dealing with the Rangers.
By the way, they are slower than a 36 horsepower VW that has one spark plug missing, has bald tires, and needs a tune up.
...depending on the driver of course.
