Not the best idea.
Dude, that stinks. I have had the same complaint and won against it in court. Fight the ticket and then send a letter to code enforcement complaining about the conduct of the officer writing the ticket. All complaints have to go into the permanent employment file. Go to the code enforcement office and lodge a formal complaint.
Not the best idea to hack a router. I know it is pretty easy. However, It IS a federal offense and not something you want to mess with. The best revenge is to live well. The neighbor is probably jealous. Forget about em.
