Whatever it is it is right? It says what it says on the odo, and looks clean enough. But you're right, nobody actually knows without digging up the certification docs. Maybe it's possible....but not a job for us, let the next owner do it and report back.
You may not have to look up any documents at all. On the drivers side door, on the rear edge just below the little square red light there should be some federalization stickers. These will state things like the GVWR/GAWR's, tire pressures, and the mileage in KM when the speedometer was changed. US-spec cars all have this sticker from the factory [look on the door sills], but ROW cars didn't and the federalizer was required to put them on.

Where was the car imported from? In the trunk, about a foot to the right of the spare tire well is a square white sticker that has the VIN, engine serial number, tranny serial number, option codes, and the country code. It will be "Cxx", with the x's as numbers.
