I think you're on to a winner here!
You would probably want to make the diameter on the arbor shorter than the thickness of the plate and use a big flat washer. Alternatively make a slightly longer arbor and a thick washer with recess in the centre that fits over the arbour so the outer step of the washer clamps the plate. (sort of a very broad squared off U shaped washer - yes?)
