I had a friend who tried this...back in the 60's. He was living/working in California, Car was titled and registered to his dad in Oregon. His dad was willing to testify that he was "loaning" his car to his son. Didn't work...Judge ruled that he was using California housing & roads on a constant basis...therefore....
(edit) but with you having two addresses, you may be able to choose which is officially home. I'd suggest you contact a California attorney on this one. Obviously Illinois wouldn't care because you are giving them money for the plates...
