Sure, the state hands it all over to illegals (who promptly wire it to Mexico, never to return to U.S. circulation) and then gives the taxpayers back IOUs on their own tax refunds when they realize there isn't enough to pay their bills.
This idiocy and utter lunacy of this state's inability to exercise responsible spending restraint would be absolute pure comedy gold if it wasn't true. Don't get me started.
