When you hit the hazards, did it flash at all four corners of the car? If so, have you replaced any of the signal bulbs?
The relay expects a certain load to help it switch, so if I bulb is out or the bulbs are not to spec it will sometimes "stick."
Also, did you actually replace the relay or just check it by using the hazards?
