2500-3500rpm with slow response is the characteristic of an old 3LDZ or 7006 turbo. Hammer the throttle and count to 5 then hold on! Even my old 7200 11.11 has that charcteristic to 2800rpm.
This is not to say that you may have a leak somewhere or heat soak, etc as well.
