You should have great heat in an '87. You should have the footwell blowers, but it could be that they are broken or siezed. My '88 had fuses inline right at the blowers. I think the '87 should also have the fuses. But before you just replace the fuses, you should see if and how easily you can spin the motors.
My '88 targa's HVAC worked great when the footwell blowers worked.
