You can "sand" it with a ScotchBrite. I'd paint it with Rustoleum satin black if that's the finish you want. Rustoleum is a synthetic enamel any more, not just a metal paint. You can also get flat black or you can mix the two for a nearly flat finsh. Totally flat will be hard to maintain.
