Consider this: In the world of solid waste we have the following:
1) garbage - usually putrescible (organic) food waste with mixed non-organic
waste material
2) trash - normally non-organic material (unwanted waste) without the
putrescible garbage
3) rubbish - waste or unwanted non-organic debris (normallly associated with
papergoods, cardboard, etc).
4) liter - loose debris normally classified as non-putrscible, usually "rubbish"
So, asking about "garbage" was correct since some landfills will take non-putrscible material and ad-mix with liquids for a 30% solids by weight mixture sufficient for final disposition in the working face of the landfill.
